Billy Eugene Richmond Scholarship Fund
Rachel Marie Richmond left a bequest in her will to establish a scholarship fund in memory of her son Billy Eugene Richmond. Income generated by the fund will be used for two annual need and merit based scholarships to be awarded to graduates of Woodrow Wilson High School; one for Concord University and one for another local institution of higher learning to be identified at a later date.
