- Graduate of Woodrow Wilson High School;
- Recipient must pursue course leading to a degree or certificate from an accredited institution such as college, junior college, trade school, or technical school;
- The primary criterion in awarding this scholarship is the “need” of the beneficiary for funds to continue his/her education.

Mr. Kosnoski served as president of Paint Creek Coal Co. and Mountaineer Structures. His major business involvement for more than three decades has been in the coal and construction industries. He established this scholarship fund to generate income to assist WWHS graduates with fees for tuition, instruction and books at any accredited institution of higher learning.
