Eligibility

- Merit based award open to West Virginia blind students. Both graduating high school seniors and college upperclassmen, which at the time of application have achieved and maintained a 3.0 grade point average or better, are eligible to apply;
- All other considerations being equal, the two recipients having attained and maintained the highest grade point average within the applicant pool shall be named as recipients;
- West Virginia residents who are matriculating seniors or students already enrolled in a college/university.

This scholarship fund was established by a testamentary gift from the estate of Ross Clayton Todd. Ross was born and raised in Beckley and graduated from Woodrow Wilson High School. He lost his vision in 1967 at the age of 25. He trained in New York with the National Federation of the Blind and earned a Bachelor of Arts degree in psychology from Marshall University in 1979. The scholarship is designated to help blind applicants afford the cost of higher education.
